The awards are named for Hugh Gernsback, the publisher of Amazing Stories and other SF magazines. He was also a noted SF author in his own right. His most famous book was Ralph 124C 41+. Frist serialized in 1911, the story featured a heroic scientist who saved a beautiful woman from an avalance by directing a ray from New York to Switzerland. You can read a preview of the 1926 book at Google Books.

Gernsback also published a number of electronics-related magazines. In the back of a 1927 edition of Radio News I found this ad:
